Let's start with a song from a CD you ripped into iTunes. Let's say you pick specific section of the song for a ring tone but you just cant find it online! The solution has never been but a few keystrokes and mouse clicks away!!
Open up iTunes, click on your song and watch the time counter in the top display. Write down the timestamp you want the ringtone to start and than write down the stop timestamp.
For eXample: Lenny Kravitz Fields Of Joy To pick out "Fields of Joy" The start/stop timestamps are listed below:
Start Time: 1.02
Stop Time: 1.07
Once you have this selected, select the iTunes menu Get Info or type ⌘ I1. You will see the Information Dialog come up for the album as seen below:

Select the Options Tab as Seen Below and enter your start and stop times:

Click ok than right click the song in your iTunes list as seen below:

Select "Create an AAC Version" and iTunes will create a file named Fields Of Joy. Select this version and right click it and select show in finder.

The folder witll open and you should see the file "01 Fields Of Joy 1.m4a" at this point its how you want to manage your ring tones. The way I do it is I simply move this file to a folder named "ringtones". Then delete the duplicate enrtry in iTunes library (This is the listing only-Remember the file is already moved to your new folder). Select ⌘ I again and remove the start and stop times to your original mp3 file.
Now, go back to your ringtone folder and rename the file to "01 Fields Of Joy 1.m4r". You can change the name to be more descriptive if you like. The magic here is the file extension .mpr. When a file ihas the extension .mpr the operating system (OS X) knows to open it with iTunes as a ring tone file and you will see it show up in your iTunes Library in the ringtones section! Sync your iPhone with your itunes as normal and your mpr will Be available to attach as a ring tone.
Of course this works with Windows, however, I have gone through these steps in OS X. The only thing I can imagine going wrong in Windows is that the OS (Windows) would have .mpr NOT associated with iTunes In the case of no association than simply associate .mpr files witt iTunes when the request dialog is displayed. If it is associated with something else than changes need to be made for iTunes to consume this file type. OR!! Select the .mpr file with the right mouse button click and select Open With "iTunes"
